1. eTAILS Phase 1
The Electronic Transparency Accountability Initiatives for Lump Sum Appropriations System (eTAILS), formerly eLAMP, is a web-based application designed to streamline and automate the processing, releasing and tracking of lump-sum funds (LSF) which comprises 20% of the total national government budget (2009).
The system covers the processing of Special Allotment Release Orders (SARO) prior to the release of Notice of Cash Allocations (NCA) which, depending on the cash position of the government, allows the release of funds from banks to the relevant government unit for the Internal Revenue Allotment (IRA) of local governments from national taxes, and the congressional allocations

The system covers the processing of Special Allotment Release Orders (SARO) prior to the release of Notice of Cash Allocations (NCA) which, depending on the cash position of the government, allows the release of funds from banks to the relevant government unit for the Internal Revenue Allotment (IRA) of local governments from national taxes, and the congressional allocations under the Priority Development Assistance Fund (PDAF), and school building projects (SBP) nationwide.
2. eTAILS Phase 2
This phase of the system pursues the accountability initiative. Government entities will be able to upload and submit their Statement of Allotments, Obligations and Balances (SAOB) reports into the system, which will upload it to the DBM website to be made available for public scrutiny and feedback.
3. Development of a Document Management System (DMS).
The Document Management System (DMS), formerly the Document Tracking System (DTS), centrally logs requests, keeps track of and manages action documents, and prevents unnecessary delays in fund releases including the next stage of the process – the release of the Notice of Cash Allocation (NCA) which authorizes the release of the check from banks. The system will allow the tracking of the request for NCA from the government agencies to the actual release of the NCA.
