- Addressing the issues affecting the competitiveness of the Philippine Aviation Industry
In close coordination with DOTC and Civil Aviation Authority of the Philippines (CAAP) in addressing the following issues:
- Limited infrastructure/slotting problems/airport capacity limitations/runway limitations
- Category 2 dowgrade of the Philippines’ Aviation Safety by the US FAA
- Banning of Philippine Carriers by EU
- Findings of ICAO SSC
- Common Carriers Tax (CCT) and Gross Philippine Billings imposed on foreign carriers
Competitiveness can best be achieved by providing a level playing field, away from the present practice of levying a CCT and a GBPT for foreign airlines while allowing a zero-vat rating for our Philippine Carriers for all our air-service providers in order that we may be given the most cost-effective range of services that fit our needs. .
We are not deriving the maximum benefit from this arrangement, because of the unlevel taxation of the air carriers. In effect, we feel that the present rates that we pay still carry the burden of these taxes, whether we patronize the domestic or foreign carriers – simply because there is no compulsion to charge us even more competitive rates.
- CIQ Overtime Fees on Government Account
Current and pending legislation charge overtime fees for Customs, Immigration, and Quarantine services (CIQ) to the private sector. The private sector is calling for the necessary amendments to old laws and opposes Section 1605 of the Customs Modernization and Tariff Bill which charges overtime work to the private sector. The private sector believes such funds should be allocated by the DBM through the respective agencies for this purpose.
The Bureau of Customs recently issued CAO No. 7-2011 prescribing 24/7 services at certain divisions at NAIA and other International Airports of Entry.
- Decongestion of Manila Ports
Objective is to decongest Port of Manila and Manila traffic by improving access and market rates for the use of the Port of Batangas by companies located particularly in the southern portion of Metro Manila and along industrial zones south of NCR.
Improved access to the Port of Batangas will include road improvements along the STAR Expressway connecting Lipa City to Batangas City as well as the need for DILG to fully implement Memorandum 47 governing the collection of fees by LGUs. Agencies: DPWH, DOTC, DILG, PPA
- Implement Masterplans for Luzon logistics corridor and the ASEAN RoRo Network
Present RoRo services require container vans to be hitched to trucks. This proposal seeks to amend EO 170 to include Chassis-RoRo as part of the RoRo service (e.g., without trucks) to facilitate eventual RoRo services with other countries.
