7 gov’t agencies, 3 LGUs pass PGS revalidas (Philippines Today)

 

MANILA, Oct. 21 (PNA) — Seven national government agencies and three local government units (LGUs) have passed their respective Philippine Governance System (PGS) revalida during fourth quarter Public Governance Forum of the Institute for Solidarity in Asia (ISA).
The PGS enables public offices, professional associations, and academic institutions to articulate long-term development goals, organization- and community-wide accountabilities, and transparency through sustainable governance mechanisms.
The PGS program has four stages: initiation, compliance, proficiency, and institutionalization.
Before conferring the PSG stage to the institution, candidate agencies were validated through specific targets in a Governance Scorecard.
PGS revalida candidates are rated on a scale of 1 to 10, with 10 being the highest and 7.5 as the passing score.
Panels in the public revalida awarded the initiation stage to National Police Commission (NAPOLCOM) and Philippine Air Force (PAF).
On the other hand, Development Bank of the Philippines (DBP), National Development Company (NDC), provincial government of Bataan, and city governments of Legazpi and Butuan received the PGS second stage or compliance stage.
The Department of Trade and Industry (DTI) passed the proficiency stage, while institutionalization stage was conferred to Philippine Army (PA) and Civil Service Commission (CSC).
Aside from receiving their respective revalidas, some agencies were also awarded special citations.
The Silver Trailblazer Award, which is given to agencies that garnered a score of 8.5 to 9.2, was conferred to PAF, DBP, CSC, and Legazpi City.
Meanwhile, PA received the Golden Trailblazer Award, as its score reached the 9.21 to 10 level.
“Governance is for those of us who wish to raise the standards of public service and give the Filipino people the government they deserve,” said ISA founder and chair Jesus P. Estanislao.
To further hasten reforms and development in the country, ISA forms Island of Good Governance (IGG) 2015 in which public offices commit to achieve at least 50 breakthrough goals that will create impact in the community.
To date, the following government agencies pledged to IGG: Armed Forces of the Philippines; Bureau of Internal Revenue; departments of Education, Health, Public Works and Highways, Social Welfare and Development, as well as DTI; Governance Commission for Government Owned or Controlled Companies; National Electrification Administration; Philippine Heart Center; Philippine National Police; Philippine Navy; PA; and CSC.
On the other hand, LGUs that committed to IGG were: Bataan Province, Balanga City, Dipolog City, Talisay City of Negros Occidental, San Fernado City of La Union, San Fernando City of Pampanga, Masbate City, Legazpi City, Mandaue City, and Butuan City. (PNA)
