NCC to recommend advisory group, surveys
The establishment of a multi-sectoral advisory group and conduct of customer satisfaction surveys will be recommended for agencies to measure performance, the National Competitiveness Council (NCC) said.
"We are going to suggest that agencies take into consideration setting up a multi-sectoral advisory group involving the private sector that will check on performance," Guillermo M. Luz, NCC private sector cochairman, said in an interview with reporters on Friday.
The advisory group may set targets for employee performance. The Public Works department and the Philippine National Police are the only agencies that have multi-sectoral advisory groups.
Another recommendation is to set "customer satisfaction surveys that are done by an independent surveyor like the Social Weather Stations that ask people their perception of the performance of government agencies."
Mr. Luz said customer satisfaction surveys on specific agencies have yet to be widely implemented.
"Each agency still has to set their own metrics for performance so our recommendations are still that, recommendations. We will be meeting with some agencies soon," said Mr. Luz.
The NCC surveys the performance of agencies as part of its studies on the country’s competitiveness level. It has set up regional counterparts to help survey performance of other regions.
