During the EDC-NCC Joint meeting with President Arroyo in Malacaсan last 21 May 2009, Department of Budget & Management Undersecretary Mario Relampagos informed that the Php 1B Export Support Fund (ESF) was already set-up. 

The ESF shall provide supplemental financing to projects that are expected to promote growth of the export sector to provide opportunities for job creation. The export development component includes the establishment of common service facilities, product design, development & innovation, trainings on compliance to market standards, market & competitive intelligence and benchmarking. The export promotion component covers outbound business missions, participation to local & international trade fairs & exhibitions, electronic marketing, export advertising, non-traditional marketing communications and country image building or branding. 

The President instructed the EDC to prioritize the projects submitted by various export sectors.
